Open Cell ID in QGIS

I am trying to open the database in QGIS which I got from https://datacatalog.worldbank.org/search/dataset/0038043/Global-OpenCellID-cell-tower-map, when I plot it I cant understand the cell values or distribution of data. Is there any references about how to use the information in this format?

Also, I have tried to download the csv and I have a warning sign that dont allow me to open the files saying: unable to expand, innapropiate file format ? I have download only one file.

We have a quick post here documenting the data in each column.

Could you try downloading country-specific file first? The file size here is smaller file, which reduces the chances of issues with download. The file is zipped, so has to be extracted before it can be viewed.
