Is it possible to track WIFI consumer points instead of tower cells?

Hi, I am looking to find WIFI consumer points (home routers) in a particular country rather than having the cell site display. To put things differently, is it possible to get the granularity on broadband consumers in a particular country by checking the WIFI connections they have? Thanks.
