Inquiry about the methodology of updating the database

Hi, I’m a researcher that utilizes the opencellid cell tower database for a digital project.
First of all, massive thanks to opencellid for gathering/managing this huge database. It’s been a lot of help.

I have some questions about the database update mechanism.
From my understanding, the updates are done in a daily basis, but I was wondering how you select the areas for updating, and what exactly are being done in an update.

1. Update spatial coverage
Is the database updated for each continent, country, province, etc.?

2. Update selection method
Are the areas subject to update selected based on a certain methodology, (ex. choosing areas that have not been updated for long as the primary area for updates), selected randomly, or selected based on data availability?

3. Editing observations after an update for “out of service” cell towers
When executing an update, are the cells that have gone “out of service” removed?

4. Accessibility of historical datasets
I totally understand the burden of managing a huge database online and also making it downloadable.
I was wondering is there any method to get access to the historical dataset, for example, with a financial contribution, etc.?
