Does anyone know how can I extract the data from the csv file according to a specific area? because in the file there is no column for postal code of any area of a country. How can we do it then?

It’s simple. There’s lat/long coordinates for each entry, so just create a bounding box for your area of interest, then filter out the records that are outside the bounding box.
