Add header to Country Specific Exports

Hello!

On the downloads page there are Country Specific Exports, these are much smaller than the World Export and therefor are a much nicer download when I only need one country.

However these files differ in that they do not have the header row. I think it would be a great help to users and downstream developers if these files also carried the header.

I concur with this request. Without this same header, country specific URL cannot be substituted in applications, that use this header to find fields position in the csv stream.
