Download Data is Incomplete

When I look up some towers, they are found by the web site but they don’t exists in the download data. For example, mcc=234, mnc=30, lac=2538, cellid=32381. This can be found by a search on the web site, but the data file 234.csv.gz does not contain any records for lac=2538.

How can I get data that does contain such records?

Thank you for your response and link. As per the poster in the linked post, is there a way to download the older data as well? I know these towers exist as I have a modem that connects to them in the last few days.
